    As a leading international classification society,
    ClassNK is well regarded as a highly reliable, trustworthy and impartial third party organization by marine transport, shipbuilding, and other maritime related industries around the world.
    Importantly, classification and registration of a ship by the Society ensures the ship is recognized by underwriters the world over, including the Institute of London Underwriters.
    Survey and Registration for Classification of Ships and Installations:
    Before a ship or offshore structure can be registered, it must be surveyed in accordance with technical Rules and regulations of the Society. Once the ship has been surveyed to the satisfaction of the surveyor, classification of the ship is reviewed by the Classification Committee of the Society. If approved, a certificate of classification or installation registration, as appropriate, is issued and the ship is entered into ClassNK' s Register of Ships.
    Surveys for Maintenance of Class:
    Ships and offshore structures together with installations that have been classed and registered with the Society undergo periodic and occasional surveys to ensure that they continue to satisfy ClassNK technical Rules and the requirements of class.

    ClassNK performs drawing examinations, approvals, and ship surveys as part of its services for registering and maintaining ships in class. In order that these activities may be carried out more effectively, the Society also conducts various other approval and inspection services as described below.
    Approval of Materials, Machinery and Equipment:
    ClassNK offers approval services for the following materials, machinery and equipment;
    Steel plates, steel pipes, as well as non-ferrous and other materials,
    Welding materials,
    Fire protection materials, insulating materials, and oil-impervious materials,
    Engine room machinery and equipment, electrical and automatic machinery,
    Ventilating systems and equipment for the prevention of marine pollution,
    Anchors, chains, rope, and other types of equipment and gear for ship use,
    Equipment and devices used in life saving appliances, fire extinguishing systems and other types of arrangements.

    In order to rationalize the conduct of classification surveys as well as assure and enhance the quality of ships under class, ClassNK conducts assessments of the quality systems, production processes, and facilities of manufacturers based on various technical Rules for the purpose of approving the production, maintenance and repair of materials, equipment and other components used onboard ships classed with the Society. Manufacturers whose quality systems and actual production practices have been thus approved may have certain aspects of surveys of these materials and equipment simplified.

    The Society also carries out inspections and approvals of companies who provide testing and measurement services that are used in the survey and registration of ships and machinery as well as the maintenance of class. These include inspecting the quality system of the companies, the education, training and qualification of technical staff and other personnel engaged in providing the service, as well as inspecting the testing and measurement instruments and equipment used in the course of providing the service. Companies found to satisfactorily meet the requirements for providing a given service are approved as recognized service providers with respect to the conduct of related surveys of ships and equipment.

    Firms Engaged in Performance Tests of VDRs
    1 Approval of Firms Engaged in Performance Tests of VDRs
    Regulation 20 of Chapter V of 2000 amendments to â 74 SOLAS requires certain ships to be
    fitted with a Voyage Date Recorder ( VDR) . The VDR shall be subjected to an annual
    performance test conducted by an approved testing or servicing facility in accordance with the
    provision of Regulation 18.8 of Chapter V. Furthermore, a copy of Certificate of Compliance
    issued by the testing or servicing facility shall be retained on board the ship.
    The Society will approve Firms Engaged in Performance Tests of VDRs and issue Certificate
    of Approval to the firms approved in accordance with the Societyâ s â Rules for Approval of
    Manufacturers and Service Suppliersâ ( hereinafter referred to as the â Rulesâ ) .
    The Society accepts performance tests of VDRs conducted by an approved firm under
    prescribed procedures as the performance tests provided in Regulation 18.8 of Chapter V of â 74
    SOLAS as amended, and certificates issued by the firms under prescribed procedures as
    Certificates of Compliance provided in the Regulation.
    The approval process starts in January 2004.
    2 Issuance, Maintenance and Renewal of an Approval Certificate
    Issuance, maintenance and renewal of a Certificate of Approval for Firms Engaged in
    Performance Tests of VDRs are handled as follows.

    Firms intending to be approved under the Rules are to submit the following documents to
    the nearest ClassNK service site.
    1) An Application Form ( Form AM-VT)
    2) Three copies each of the following documents
    ( a) Outline of the firm ( location, history, organization diagram, etc.)
    ( b) Outline of performance tests services of VDRs ( manufacturers and models of VDRs to
    which the firm is capable of testing the performance, service regions, etc.)

    2.2 Initial Assessment
    Initial assessment consists of document examination and field examination.
    2.2.1 Document Examination
    In the document examination, the documents submitted are reviewed to confirm that the
    documented quality system, qualification/ experience of operators/ supervisors, equipment used
    in performance tests of VDRs, etc. are in conformity with the relevant provisions of the Rules.
    2.2.2 Field Examination
    In the field examination, the followings are confirmed at service site, based on the
    submitted documents already reviewed in the document examination
    - Adequate operation of the quality system etc.
    - Satisfactory demonstration of the performance tests of a VDR
    2.3 Issuance of an Approval Certificate
    As a result of the document examination and the field examination, if the firm is found in
    conformity with the Rules, the firm is approved and a Certificate of Approval be issued. The
    valid term of the Certificate is 5 years from the date of approval.
    2.4 Maintenance and Renewal of Approval
    After the initial approval of the firm, following assessment and surveillance are required for
    the firm to maintain and to renewal the approval.
    2.4.1 Periodical surveillance
    To confirm that the approved quality system, etc. of the firm have been maintained
    satisfactory, a periodical surveillance is carried out after 2 years but not 3 years passing from
    the initial or the renewal approval.
    For the periodical surveillance, the following documents to be submitted to the nearest
    ClassNK service site.
    ( a) An Application Form ( Form AM-VT)
    ( b) Three copies of the documents, if any modification has been made to the approved
    contents
    ( c) Three copies of any other documents the Society may consider necessary
    The Society may cancel the approval, in case where the surveillance is not carried out.
    2.4.2 Renewal Assessment
    Renewal assessment is carried out to the approved firm by the expiry date of the certificate
    of approval, in case where the firm intends renewal of the approval. The assessment is carried
    out in accordance with the requirements for the initial assessment, however, if the Society
    considers acceptable, the assessment may be modified.
    2.4.3 Occasional Assessment
    Occasional assessment is carried out to the approved firm as the occasion demands, in case
    where the firm intends to make alterations in the approved contents at a time other than that
    of periodical surveillance or renewal assessment.
    For the occasional assessment, the following documents are to be submitted to the nearest
    ClassNK service site.
    ( a) An Application Form ( Form AM-TV)
    ( b) Three copies of the documents relating to the alteration
    ( c) Three copies of any other documents the Society may consider necessary

    The fees and the travel expenses are charged in accordance with the separate provisions in
    case where performing the assessment or the surveillance.

    Approval of Freight Containers
    Freight containers used in the carriage of cargo at sea must be built to ISO requirements and need to have various types of approvals in accordance with international conventions concerned with the safety and clearance of such containers. Another of ClassNK' s varied duties consists of work related to the inspection and certification of such containers based on its Rules and these various relevant conventions.
    Council Directive 96/ 98/ EC on Marine Equipment ( MED) / The EC Directive
    In order to improve wider product compatibility and to promote safety and environmental protection, the European Union, in working towards the unification of product technology and test standards, develops EC Directives for technological standardization in various fields, which are then adopted as domestic law by member nations. Accordingly, the EC Directive called Council Directive 96/ 98/ EC on Marine Equipment ( MED) has been implemented since the 1st of January 1999.
    The EC Directive requires that a group to be appointed as Notified Body be established in the EU area. NK Rotterdam office has been designated by the Government of the Netherlands as a Notified Body in related to the MED Assessment/ Certification service by ClassNK. ClassNK can now carry out MED Assessment/ Certification services for materials and equipment in Annex 1 of the Directive related to life saving appliances, fire fighting, fire protection, and marine-pollution ( not navigation, radio communication and COLREG) according to the type of module requested in an application and issue a Conformity Certificate.

    THE COMMISSION OF THE EUROPEAN COMMUNITIES,

    Having regard to the Treaty establishing the European Community,
    Having regard to Council Directive 96/ 98/ EC of 20 December 1996 on marine equipment( 1)
    OJ L 46, 17.2.1997, p. 25. and in particular Article 17 thereof,

    Whereas: ( 1) For the purposes of Directive 96/ 98/ EC, the international conventions and testing standards should apply in their up-to-date versions.
    ( 2) As amendments to the international conventions and applicable testing standards have entered into force since30 June 2008, date on which Directive 96/ 98/ EC was amended for the last time, these amendments should be incorporated into that Directive in the interests of clarity.
    ( 3) The International Maritime Organisation and the European standardisation organisations have adopted standards, including detailed testing standards, for a number of items of equipment which are listed in Annex A.2 to Directive 96/ 98/ EC or which, albeit not listed, are considered relevant for the purpose of the said Directive. Therefore such items of equipment should be included in Annex A.1 or transferred from Annex A.2 to Annex A.1, as appropriate.
    ( 4) Directive 96/ 98/ EC should therefore be amended accordingly.
    ( 5) The measures provided for in this Directive are in accordance with the opinion of the Committee on Safe Seas and the Prevention of Pollution from Ships ( COSS) ,

    HAS ADOPTED THIS DIRECTIVE:

    Article 1
    Annex A to Directive 96/ 98/ EC is replaced by the text in the Annex to this Directive.
    Article 2
    Where equipment listed as â new itemâ in column 1 of Annex A.1 of Directive 96/ 98/ EC or as having been transferred from Annex A.2 to Annex A.1 of that Directive was manufactured before the date referred to in Article 3( 1) of this Directive in accordance with procedures for type-approval already in force before that date within the territory of a Member State, such equipment may be placed on the market and on board a Community ship during the two years following the said date.
    Article 3
    Transposition1.
    Member States shall adopt and publish, by 6 April 2010 at the latest, the laws, regulations and administrative provisions necessary to comply with this Directive. They shall forthwith communicate to the Commission the text of those provisions.
    They shall apply those provisions from 6 April 2010.
    When Member States adopt those provisions, they shall contain a reference to this Directive or be accompanied by such a reference on the occasion of their official publication. Member States shall determine how such reference is to be made.

    Member States shall communicate to the Commission the text of the main provisions of national law which they adopt in the field covered by this Directive.
    Article 4

    Notes applicable to the whole of Annex A.1
    ( a) General: in addition to the testing standards specifically mentioned, a number of provisions, which must be checked during type-examination ( type-approval) as referred to in the modules for conformity assessment in Annex B, are to be found in the applicable requirements of the international conventions and the relevant resolutions and circulars of the IMO.
    ( b) Column 5: Where IMO Resolutions are cited, only the testing standards contained in relevant parts of the Annexes to the Resolutions are applicable and exclude the provisions of the Resolutions themselves.

For the purpose of identifying correctly the relevant standards, test reports, certificates of conformity and declarations of conformity shall identify the specific testing standard applied and its version.
    ( d) Column 5: Where two sets of identifying standards are separated by â orâ , each set fulfils all the testing requirements to meet IMO performance standards; thus testing to one of these sets is sufficient to demonstrate compliance with the requirements of the relevant international instruments.
